THERE WAS NO SHORTAGE OF STORIES, good and bad. about unions in 2006, and there were enough of them to realize that labor--after lying fallow following the busting of the Air Controller's Union by The Great Communicator--is experiencing a resurgence. The bad news focused chiefly on that corporate standby: the power to intimidate, using strike breakers to stop collective bargaining dead in its tracks. Corporate efforts were particularly strong when a union was trying to bring nonunion shops into the fold. To that effect, employers, large and small, East Coast, West Coast, and in between, acted as if in concert to quell insurrections. From NBC to the University of Miami, management denied workers the right to organize. In May, there was good news when UN1CCO Service Company and Service Employees International Union (SEIU) backed a workers's strike at the University of Miami. A month later, an agreement ended both the workers's strike and the students's supporting hunger strike. The bad news was that 19 of the striking students found themselves charged with major offenses. Cooler heads prevailed in June, when the charges were downgraded to minor offenses, thereby enabling the University to rescind its threatened suspensions and expulsions. Meanwhile, over in Coral Gables, on July 19th at The Public Employees's Relations Commission, a hearing officer faulted the City for unfair labor practices when it refused to allow the police union to engage in collective bargaining. And so it goes: a step forward and a half-step back.
